Director of Training and Manpower Development

Dr. Esam Ismaeel Alalawi has been Director of Training and Manpower Development at the Ministry of Labour and Social Development since 2011. He holds a PhD in Management from Brunel University, London, UK. He received a number of other academic qualifications such as MSc in Human Resource Management from Luton University – UK, BSc in Furniture Production Management from Brunel University, Buckinghamshire College – United Kingdom, and Associate Diploma in Mechanical Engineering from the University of Bahrain.
In December 2018, Dr. Esam was awarded by His Majesty King Hamad bin Isa Al Khalifa the Medal of National Work Pioneering – First Class, due to his notable contributions toward civil service in the Public Sector.
Dr. Esam holds a Professional Certificate in Sales & Marketing and Accounting. He attended dozens of local and international conferences related to the field of human resources development and management.
Dr. Esam has more than 27 years of work experience in which 21 years in the field of human resources management. He has held various positions during his career. For instance, Human Capital Manager at Bahrain Airport Company, Manager, Training and Development at Eskan Bank (the Housing Bank), Chief of Human Resources Development at Civil Aviation Affairs, Chief of Manpower Planning Department at Ministry of Works, Director of Sales & Marketing at Bahrain Light Industries Company (BLICO), and Marketing Officer at TAIB bank. He also had a full placement year out with Wesley Barrell during his academic studies in the UK.
Dr. Esam is a part-time lecturer at the University of Bahrain. He has other contributions to the community as part of his personal interest in getting engaged in the social responsibility. For instance, he is a member and Vice Chairman of the Board of Directors at Busaiteen Sports and Cultural Club. He was the Vice Chairman of the Bahrain Society for Training and Human Resources Development (BSTD) and has been an active board member in the same society for many years.
Dr. Esam represented the Ministry of Labour and Social Development as a member at the the Coordinating Council of the Central Governorate and Muharraq Governorate. He has recently been appointed to represent the Ministry again at Northern Governorate. He is a member of the National Committee for Skills Bahrain Competitions. He was a member of the GCC ROOA team which is responsible for the Arabian Gulf occupational standards and the Professional Skills Testing and is currently a member of the National Committee of Vocational Counseling and Guidance.
Dr. Esam is also an external member of advisory boards of more than one university, for example the University of Applied Sciences, AMA International University, Gulf University, Ahlia University and Bahrain Institute of Banking and Finance (BIBF).
الدكتور عصام إسماعيل العلوي
مدير إدارة التدريب وتطوير القوى العاملة
وزارة العمل والتنمية الاجتماعية – مملكة البحرين
يشغل الدكتور عصام اسماعيل العلوي منصب مدير إدارة التدريب وتطوير القوى العاملة بوزارة العمل والتنمية الاجتماعية منذ العام 2011م، حاصل على شهادة الدكتوراه في الإدارة من جامعة برونيل – لندن بالمملكة المتحدة ، حاز على مجموعة من المؤهلات العلمية الأخرى كشهادة الماجستير في علوم إدارة الموارد البشرية من جامعة لوتون – المملكة المتحدة، شهادة البكالوريوس في علوم إدارة انتاج الاثاث من جامعة برونيل – كلية باكينج هام شير بالمملكة المتحدة ، شهادة الدبلوم المشارك في الهندسة الميكانيكية من جامعة البحرين ، حاصل على شهادة احترافية في مجال التسويق والمبيعات والمحاسبة ، حضر العشرات من المؤتمرات الدولية والمحلية المتعلقة بمجال تنمية الموارد البشرية ، متحدثاً اساسياً للعديد من الجلسات الحوارية و رئيساً لها .
وفي ديسمبر 2018، تم تكريم الدكتور عصام العلوي من قبل صاحب الجلالة الملك المفدى حمد بن عيسى آل خليفة -حفظه الله ورعاه- بمنحه وسام العمل الوطني من الدرجة الأولى، وذلك نظير إسهاماته في مجال العمل الحكومي.
لديه خبرة عملية تصل إلى اكثر من 27 عاما 21 عام منها في مجال إدارة الموارد البشرية، تبوء خلالها مناصب متعددة أثناء مسيرته العملية، على سبيل المثال مدير رأس المال البشري في شركة مطار البحرين، مدير للتدريب والتطوير في بنك الأسكان، مسئول تسويق في بنك طيب للاستثمار، رئيس قسم تنمية الموارد البشرية بشئون الطيران المدني، رئيس قسم تخطيط القوى العاملة في وزارة الأشغال ومدير للتسويق في شركة البحرين للصناعات الخفيفة.
يعمل الدكتور عصام العلوي كمحاضر على النظام الجزئي في جامعة البحرين، كما انه تولى في الفترة الماضية منصب نائب رئيس مجلس إدارة جمعية البحرين للتدريب وتنمية الموارد البشرية ويعد عضواً بارزاً بنفس المجلس لسنوات عديدة، لديه مساهما ت أخرى تجاه الشراكة المجتمعية حيث انه كان عضواً و نائبا للرئيس بمجلس إدارة نادي البسيتين الرياضي والثقافي وكان ممثلاً لوزارة العمل كعضو بالمجلس التنسيقي للمحافظة الوسطى ومحافظة المحرق وحاليا بالمحافظة الشمالية، وكان عضواً في اللجنة الوطنية للمسابقات المهنية، وعضواً في فريق الرؤى بمجلس التعاون الخليجي فيما يتعلق بالمعايير المهنية الخليجية ومركز الاختبارات المهنية ومازال عضوا في اللجنة الوطنية للإرشاد و التوجيه المهني.
كما انه عضو خارجي في المجالس الاستشارية لأكثر من جامعة، على سبيل المثال جامعة العلوم التطبيقية، جامعة أما الدولية، والجامعة الخليجية والجامعة الاهلية ومعهد البحرين للدراسات المصرفية.
